Warwickshire LCWIP Bulletin August 2022

Last chance to give your views on the cycling and walking plan

There are just a few days left to complete the online survey on the draft version of the Warwickshire Local Cycling and Walking Infrastructure Plan (LCWIP).

If you’ve already completed the survey, thank you. If not, the consultation period ends on 14 August and you can find the survey here: https://ask.warwickshire.gov.uk/insights-service/lcwip/

This plan will be used to develop Warwickshire’s walking and cycling programme over the next ten years. So we need to find out now what infrastructure schemes should be included and prioritised.

If you’d like to send in more detailed feedback, please email tpu@warwickshire.gov.uk

Warwickshire walking and cycling opportunities

It’s shaping up to be a great summer for walking and cycling in Warwickshire.

Yesterday, we hosted the Commonwealth Games Women’s and Men’s cycling road races. The bunting and banners were out, the sun shone and the local crowds cheered on the competitors. https://www.bbc.co.uk/news/uk-england-coventry-warwickshire-62452426

But you don’t have to be an international athlete to enjoy walking and cycling around the county. There are so many opportunities:

• Warwickshire Cycle Buddies: supported by a Green Shoots grant, this is a free service connecting novice cyclists with experienced riders to build confidence cycling around the Warwickshire area. To volunteer to be a buddy or request a buddy, visit https://warwickshirecyclebuddies.co.uk/

• Cycle September: if you’re looking to ride more or try a bike commute for the first time, then you can register at lovetoride.net/warwickshire and earn points and enter prize draws.

• Leisure walks - from long distance paths to local rambles:

  • Rail trails: https://www.heartcommunityrail.org.uk/railtrails
  • Country parks and greenways https://countryparks.warwickshire.gov.uk/country-parks-greenways
  • Long distance paths and trails https://www.warwickshire.gov.uk/pathsandtrails
  • National Trust walking trails https://www.nationaltrust.org.uk/lists/walks-in-warwickshire

    Warwickshire LCWIP Bulletin Summer 2022

    Welcome back

Welcome to our summer news bulletin about the Warwickshire Local Cycling and Walking Infrastructure Plan.

This time last year we received over 2,000 comments and over 7,000 ‘contributions’ on the Commonplace walking and cycling survey. Your suggestions have been invaluable for preparing the Warwickshire Local Cycling and Walking Infrastructure Plan (LCWIP).

Consultation on the Local Cycling and Walking Infrastructure Plan

We’d really appreciate it if you could take the time to let us know your views again. There’s an online survey about the draft LCWIP here: https://ask.warwickshire.gov.uk/ The draft LCWIP can be viewed or downloaded as part of the survey.

The closing date for comments is 14 August 2022.

Please note that the LCWIP covers the whole of Warwickshire and includes detailed infrastructure plans. The survey asks about a lot of areas, but you can choose which questions to answer, so please do take a look at locations that interest you.

    Next Steps

Following the consultation, we will prepare a final version of the LCWIP for approval by Warwickshire County Council. This will be used to guide our future programme of walking and cycling schemes.

    Latest walking and cycling updates

Alongside the development of the LCWIP, Warwickshire County Council supports a wide range of projects to promote active travel and address climate change.

    • Cycle training - Warwickshire County Council can provide fully funded cycle training for young people and adults in schools, communities, and workplaces. Bikeability cycle training is delivered by Outspoken Training. Outspoken Training are searching for enthusiastic and energetic individuals to deliver Bikeability. For more information, please visit https://careers.outspokentraining.co.uk/jobs/1640963-cycle-instructor . For other details of cycle training visit https://outspokentraining.co.uk/bikeability/ or contact wccbikeability@warwickshire.gov.uk .

    • Safe and Active Travel – the team have been helping schools to develop travel plans, and are now supporting workplaces and community groups. For more information: https://www.warwickshire.gov.uk/warwickshire-safe-active-travel

    • Green Shoots community climate change funding – applications are now invited for small-scale projects https://www.warwickshire.gov.uk/greenshootsfund. To find out about successful projects from last year, visit https://www.warwickshireclimateemergency.org.uk/get-inspired

    • Commonwealth Games is coming to Warwickshire very soon, including the road race around Warwick on Sunday 7 August: https://www.warwickshire.gov.uk/Birmingham2022commonwealthgames

    • Warwickshire Waterways Strategy – we’ve produced a short video to describe the Strategy https://www.youtube.com/watch?v=nBo-H-FC_1M

    Changes to Highway Code https://www.gov.uk/government/news/the-highway-code-8-changes-you-need-to-know-from-29-january-2022

The Highway Code is essential reading for all road users. In January 2022, changes to The Highway Code were introduced including:

    • A new hierarchy of road-users to ensure those who can do the greatest harm have the greatest responsibility to reduce the danger or threat they may pose to others.

    • Existing rules on pedestrian priority updated to advise that drivers and riders should give way to pedestrians crossing or waiting to cross the road.

    • Guidance on cyclist priority at junctions to advise drivers to give priority to cyclists when they are travelling straight ahead.

    • Guidance on safe passing distances and speeds when overtaking cyclists and horse riders.

    Welcome

Welcome to the first news bulletin about the Warwickshire Local Cycling and Walking Infrastructure Plan. And thank you for such a fantastic response to the Commonplace survey which closed in July after receiving over 2,000 comments and over 7,000 ‘contributions’. We have been busy analysing and mapping the key issues and suggestions and have also been sharing this information with colleagues and councillors.

    Summary of responses

    • 47% usually cycle

    • 45% usually drive a car

    Types of location:

    • 26% of comments were about the road

    • 21% of comments were about pavements

    • 18% of comments were about existing cycle routes

The top 5 problems or issues were:

    1. No dedicated cycling route (622)

    2. Cycle route needs improving (475)

    3. Traffic volume or behaviour (473)

    4. Insufficient space for all users (431)

    5. Poor surface (343)

The top 5 improvements for walking and cycling were:

    4. Provide a safe crossing point (362)

    5. Improve on-road facilities for cycling (312)

    Other feedback

We received lots of detailed comments about specific locations and some great ideas for future improvements. Some issues were identified which may be ‘quick fixes’ but we’d really appreciate some more details (this includes potholes, overgrown vegetation and obstructions on rights of way). If you are able to provide more information about these issues, including photographs, then please report these directly here .

If you’d like to share your views on other aspects of life in Warwickshire, then do consider joining our new residents’ panel, ‘ Voice of Warwickshire ’. The closing date for registration is 14th November.

    Next steps

We are currently drafting the Warwickshire Local Cycling and Walking Infrastructure Plan (LCWIP) and using your feedback to develop cycle network plans and identify priorities for walking and cycling projects. We have also been discussing plans with local stakeholder groups, councillors and other partners, such as Sustrans and the Canal and River Trust. We hope to consult on a draft LCWIP early in 2022.

In the meantime, we have ongoing programmes of walking and cycling improvements:

    Safe and Active Travel Programme

    Traffic signals and pedestrian crossings

    Cycle Schemes Programme

    Road Safety Schemes
